ENTRY REGIME FOR CITIZENS OF THE REPUBLIC OF SERBIA DURING THE COVID-19 PANDEMIC

ENTERING AND LEAVING THE COUNTRY
Citizens of the Republic of Serbia may enter the Republic of Montenegro and stay in it for up to 90 days with a valid travel document, without a visa.
Citizens of the Republic of Serbia may enter the Republic of Montenegro and stay in it for up to 30 days, with a valid ID card.
As of 1 January 2020, minor citizens of the Republic of Serbia and the Republic of Montenegro may cross the border between the Republic of Serbia and Montenegro only with a valid passport or ID card.
SOCIAL SECURITY AGREEMENT
The Agreement on Social Insurance concluded between the Republic of Serbia and the Republic of Montenegro is in force. The insured from the Republic of Serbia have the right to emergency health care during their temporary stay in the Republic of Montenegro. In order to exercise this right, the insured must obtain the RS/RCG-111 form (certificate on the right to benefits in kind during a temporary stay in Montenegro) from the competent branches of the National Health Insurance Fund of the Republic of Serbia, in the place of residence.
As a rule, the relevant certificate is issued for a period of three months. If, during a temporary stay in the Republic of Montenegro, a need for emergency health care occurs, the insured Serbian citizen is obliged to address the Regional Unit ― Office of the National Health Insurance Fund of the Republic of Montenegro, in the place where they need to receive emergency health care. After that, the Fund regional unit will issue another certificate (the so-called health insurance certificate), on the basis of which they will directly receive emergency health care in public health institutions of the Republic of Montenegro.
In a situation when the insured Serbian citizen located in the Republic of Montenegro needs to receive emergency health care and does not have a health insurance certificate issued by the Regional Unit of the Fund of the Republic of Montenegro, i.e. the RS/RCG-111 issued by the competent branch office in the Republic of Serbia, where the person is insured, the health institution is obliged to inform the Regional Unit of the Fund of the Republic of Montenegro for the purpose of obtaining a certificate subsequently.
If the Regional Unit of the Fund of the Republic of Montenegro or the insured does not obtain a RS/RCG-111 certificate until the end of treatment, the health institution will charge the costs of treatment to the insured, according to the price list valid for the insured of the Republic of Montenegro and issue an invoice for the services charged.
The current Agreement on Social Insurance concluded between the Republic of Serbia and the Republic of Montenegro does not apply to military insurers and their family members (spouses and children) residing in the Republic of Montenegro. In the case of providing medical services to these insurers, the costs of treatment are borne personally by the insurers, with the possibility of reimbursement from the Fund for Military Social Insurance, for which it is necessary to enclose, among other things, the original medical documentation and original bill for the paid specific medical service in the Republic of Montenegro.

SECURITY SITUATION — There are no tourist areas in the Republic of Montenegro which should be avoided, and the security situation in the country, in terms of tourists, is estimated as good. For any kind of assistance, refer to the members of the police, who may be found in all major streets and at major intersections.
TRANSPORT — To drive a motor vehicle, it is not mandatory to hold an international driver's licence, only a valid Serbian driver's licence. A "green card" is not required for motor vehicle insurance since the national mandatory insurance policy is recognised. A misdemeanour order is issued for a committed traffic violation. A fine can be paid to a police officer on the spot, with a payment card of both domestic and foreign banks, as well as via the post office or a bank, within 8 days from the day the fine has been issued. OTHER INFORMATION – The local currency in the Republic of Montenegro is the euro.
