Social security agreements
In the framework of implementation of social security agreements the relevant institutions are: the Directorate of the Republic Pension and Disability Insurance Fund and the Directorate of the Provincial Pension and Disability Insurance Fund with their respective subdivisions; the Republic Health Insurance Fund with its organizational units and those of the National Employment Service, in cooperation on certain issues with the competent government departments – the Ministry of Labour, Employment and Social Policy and the Ministry of Health.
The liaison body that, among other things, monitors the implementation of international agreements in this area is the Social Insurance Institute.
In exercising their rights under international social security agreements the interested parties should bear in mind that:
- Social security conventions in force are being applied in the field of pension, disability and health insurance directly by the competent institutions in the Republic of Serbia and by foreign organizations responsible for health, pension and disability insurance.
- Procedure for the enjoyment of rights to a health care through the implementation of social security conventions is taking place in the relevant health insurance affiliation or at a foreign health insurance shop/organization.
- The health insurance affiliation, where the beneficiary of the right to a health care while temporarily residing abroad is insured, is responsible for providing him/her with a certificate to that effect, on a bilingual form.
- The Belgrade City health insurance affiliation is responsible for the issuance of such certificates/forms to representatives of the Republic of Serbia who have been assigned to its diplomatic or consular missions abroad.
- The health insurance shop/organization of a foreign country, where health care is provided under a social security convention, is responsible for the Serbian beneficiaries temporarily resident in that country.
Foreign insured persons, who are temporarily staying in the Republic of Serbia, submit the form to the health insurance affiliation of their place of temporary residence.
The health insurance affiliation of their place of residence is responsible for the insured beneficiaries of a foreign pension only, who are resident in Serbia. Insured beneficiaries of a Serbian pension only, who are resident in a foreign country where health care is provided under a social security convention, are the responsibility of the health insurance shop/organization in the country of their residence.
Realization of the right to a pension under social security agreements concluded with the former Republics of the SFRY is the responsibility of the pension and disability insurance affiliation where the insured person was last insured, and if twelve months have elapsed since the time when insurance ceased to be applicable and when the procedure was initiated, the affiliation of his/her residence becomes responsible. Implementation of social security conventions signed with other countries is the responsibility of either the Directorate of the Republic Pension and Disability Insurance Fund, Belgrade, 9 Dr Aleksandar Kostic Street, or the Directorate of the Provincial Fund, Zitni trg 3, 21000 Novi Sad.
Beneficiary of a foreign pension who is resident in the Republic of Serbia may, at the request of the competent foreign institution, obtain signed and certified evidence of life from the Directorate of the Republic Pension and Disability Insurance Fund or the Directorate of the Provincial Fund as well as from the relevant pension and disability insurance affiliations.
For the purpose of realizing the right to an unemployment benefit it is necessary to contact the competent employment institution.

The General Convention on Social Security between the FPRY and the French Republic entered into force on April 1, 1951. (published in the "Official Gazette of the Presidium of the National Assembly of the Federal People's Republic of Yugoslavia" No. 4/51). Amendments were published in the "Official Gazette of the SFRY-International Agreements" No. 1/1967; 17/1971; 22/75, 7/1977; 5/79 and no. 9/1990. Our side has confirmed the new Agreement between the Republic of Serbia and the Republic of France on social security (published in the "Official Gazette - International Agreements" No. 6/2015), but it has not yet entered into force.
